Though they try hard, Labour has no monopoly on the making of monumentally bad mistakes. Over the years Conservative governments have managed to commit some pretty appalling blunders too. The National Health Service Reorganisation Act 1973, The Local Government Act 1972 and The European Communities Act 1972 of the Heath Government come readily to mind.
